D6.1. Analytical report on stakeholder mapping and engagement in the transboundary context
The primary objective of the WE-ACT project is to demonstrate the effectiveness of a Decision Support System (DSS) for water allocation in a Central Asian transboundary river. This demonstration aims to enhance shared benefits and facilitate the adaptation of water resources management and planning to climate change. In addition to promoting the adoption of an innovative digital technology, specifically a Decision Support System (DSS) for water allocation, WEACT seeks to foster inclusive, forward-looking, and climate risk-informed water allocation planning and management processes. The ultimate goal is
to guide decision-makers in transboundary rivers to equitably distribute transboundary waters among different sectors and users. Consequently, stakeholders will enjoy the benefits of well-considered water allocation regimes, including improved water policies, valuation of water, and increased stakeholder engagement. The report on stakeholder mapping and engagement in the transboundary context (WP6.1) focuses on the actors involved in the water sector of Uzbekistan and Kyrgyz Republic. It identifies key stakeholders in water allocation processes, explores their roles and responsibilities at various levels of the water governance and management hierarchy, and provides details of each identified stakeholder's interests and influences in the decision-making process for water allocation in the Naryn and Kara Darya
Basins. This comprehensive analysis serves as a foundational step in developing stakeholder engagement strategies for the Naryn and Kara Darya river basins under the WE-ACT project.
